Remember this: Touhou is a rather unique series, in that it's fanon-driven. The world only has a loosely-defined frame from the games and books, and everything else is up to the fans. (Hell, in some cases, fanon even becomes canon.) People can do whatever they want with the world, whether it makes sense or not.
In the case of this, Sanae's a good choice for this sort of thing. She's not only a miko, but is also friends with the Goddesses of her shrine (and is a direct descendant of one of them), so Sukiyo can afford to be a little "hax" with her powers.
